In the interview he references some work done on the 'knowing-doing' gap done at Stanford University - they wrote a book on it which you can buy here or read a synopsis of here. I think this agency has stumbled on a big idea here relevant to the majority of agencies and planners - why is it that we spend so much time and money collecting knowledge and creating ideas and then act in a way that brazenly ignores it?
Don't you wish America had the same "freedoms" as New Zealand?

I have been walking this Victoria Road travelling from France 2 months in New Zeland this summer 2007. The Department of Doing has now expanded its premises on ground floor. I met the DoD Team. Great Team ! Broad minded people.
Always the challenge is DOING not thinking and being afraid, isn't it!
Hope to meet more Doers here and there travelling the world.
